Qubes tray no longer starting

Qubes OS version:

4.0

Steps to reproduce the behavior:

sudo qubes-dom0-update --enablerepo=qubes-dom0-current-testing

Expected behavior:

Qubes tray starts automatically after login.

Actual behavior:

Qubes tray is missing.
