Make Qubes split-gpg compatible with Mailpile #3485

Qubes OS version:

R4.0 rc3

Steps to reproduce the behavior:

Trying to run Mailpile against Split GPG in QubesOS R4.0.

Expected behavior:

Mailpile is usable with Split GPG

Actual behavior:

Mailpile uses a number of options that are not supported by Split GPG. These are:

qubes-gpg-client: unrecognized option '--no-use-agent'
qubes-gpg-client: unrecognized option '--utf8-strings'
qubes-gpg-client: unrecognized option '--pinentry-mode=loopback'
qubes-gpg-client: unrecognized option '--passphrase-fd=0'
qubes-gpg-client: unrecognized option '--expert'
