qubes manager "Update qube" doesn't work

Steps to reproduce the behavior:

1. open qubes manager
2. right-click a template and choose Update qube

Expected behavior:

The R3.2 behavior, namely: an xterm window opens and distro-specific updater runs.

Actual behavior:

VM may start but updater doesn't run.

There's a bug that happens when the first service run in a VM after it's started is ran as root; an (ugly) workaround is to connect to the VM's console from dom0 with
sudo xl console [vmname]
there, find the offending process (in my case it was sleep inf) and kill it (as root)

/usr/bin/qubes-session: line 70: kill: (417) - Operation not permitted
