WebSeed in torrent not working

Bittorrent clients will append the root folder "Qubes-R4.0-rc4-x86_64" of the torrent to the URL to download, which doesn't exist on the mirror.

Future .torrent files should include only the .iso file and nothing else. The folder structure of the mirrors will not need to change this way.

There is only one commit for the torrent creation script: #1787. The script should also be updated to include more high bandwidth mirrors as WebSeeds and be revised concurrently with changes to the list of official mirrors.
