example vault vm should have password manager enabled, web browser disabled #3541

Qubes OS version:

R4.0-rc4

Affected TemplateVMs:

fedora-26

Steps to reproduce the behavior:

install 4.0-rc4

Expected behavior:

example vault vm is set up for password management, has password manager listed in applications, does not have Firefox web browser listed.

Actual behavior:

has Firefox web browser listed, does not have password manager listed. User must manually add the application to the application list.
