I think a number of people have reported this issue on the mailing list (able to ping from sys-net, unable to ping from any other VM, but template updates work). It can seem to arise even independent of the use of Ethernet:

4.0 (R4.0) (rc4)
Affected component(s):

Steps to reproduce the behavior:
Unplug Ethernet and connect to a already configured WiFi network. This WiFi network has a hidden SSID and I connect using
nmcli connection up id ????.Expected behavior:
VMs are able to use the network
Actual behavior:
VMs (other than sys-net) cannot use the network.
In a sys-net terminal
ping c.ccworks. In other VMsping c.ccsaysName or service not knownandping 54.252.112.134saysFrom 10.137.0.6 icmp_seq=1 Destination Net Unreachable.General notes:
Plugging the Ethernet back in again did not help. Disconnecting the WiFi did not help. Changing the network VM of the
personalVM did not get the network working inpersonal. A suspend did not help.Related issues:
It does feel the same as #3645
