Debian-8 template has no /home/user directory #3728

Qubes OS version:

3.2

Debian-8 template

Steps to reproduce the behavior:

Install qubes-template-debian-8 3.1.0-201708100029

Expected behavior:

Template works

Actual behavior:

Template installs fine.
Can't open terminal etc in Template because user has no home directory

This should be fixed with qubes-core-agent 3.2.26 (try updating to verify), but indeed template rebuild is needed.
