@Simon-Davies Do you see anything on the console after you fail to type in the password before it drops to shell? You could maybe try taking out 'rhgb quiet' from the kernel line in grub to display more info.

The progress bar just halts for a while and then it drops to Dracut Emergency Shell.
I'll try that tonight.

Sounds good. That should display more info hopefully. The splash screen makes it hard to troubleshoot.

FYI dropping to a dracut shell after 3 failed password tries is the default behavior in Fedora, it isn't specific to Qubes.
(you can see that behavior as a bug or a feature, depending on how you look at it :) )

Qubes OS version:
Qubes 4.0 (Updates Testing repository enabled)

Boot
Steps to reproduce the behavior:
Enter wrong LUKS password multiple times at Boot
Expected behavior:
System behaves like Debian 9 and makes you wait 60 seconds before you can enter your password again.
Actual behavior:
System falls to Dracut Emergency Shell
