"Qube Settings" dialog occupies full screen #3825

Qubes OS version:

R4.0

Affected component(s):

dom0 GUI

Steps to reproduce the behavior:

Select Qubes Settings from the main Xfce menu for any existing Qube

Expected behavior:

The dialog opens with a sensible size, probably centered on the screen as it was previously

Actual behavior:

The dialog appears full screen, which is quite inconvenient.
Note that it is not clear that the window is maximized, but set to a very large default size.

General notes:

Obviously, this is not high priority bug.
