In XFCE this comes always on top :)
This can be set using gui config file (we have one!). But what should be the default? 400? Infinity? Now is 100.

I run into the "The VM X created many windows, do you want to allow it?" prompt way too often. Because we essentially do not automatically prevent from DoSes via memory exhaustion from malicious VMs, I think we should make this either 1) optional, 2) change the window threshold to a much higher one?
Sometime the prompt window is displayed below other windows (thanks to KDE's superb focus stealing prevention) and if a user doesn't notice it, then it looks like if the VM got locked up.
