tar missing from Fedora 28 template, breaks qubes-dom0-update

Steps to reproduce the behavior:

sudo qubes-dom0-update --clean

Expected behavior:

Update check, no errors

Actual behavior:

Using sys-firewall as UpdateVM to download updates for Dom0; this may take some time...

General notes:

• sys-firewall is using a template based on a minimally customized fedora-28 template (only additions, no removals)
• The default fedora-28 template does not have tar installed either
• I can't see anywhere in /var/log/dnf* that tar is removed
• As suggested by Ivan in the qubes-users thread below, sudo dnf install tar in the template resolves the issue, and dom0 updates are downloaded
