Time Zone should automatically be propageted to all VMs

Currently, only the default template (present when firstboot runs) gets proper timezone setting. If one installs another template, it is not synced with Dom0's TZ setting, but it should.

Also, I noticed that some of my (fc15 based) VMs get wrong data when started (-1h). This is corrected after suspend/resume, of course, but it is still very annoying.
