Properly pass 'jobs' macro to the kernel build spec in chroot

... otherwise it compiles with jobs=1, as there is no /proc/cpuinfo in the chroot...

This is only when /proc is not mounted in chroot, which is mounted at first prepare_choot call (installation some packages).
Fixed to mount also before build.
