qubes-netwatcher service fails in firewallvm

This prevents people from dynamically switching the netvm that firewallvm uses (e.g. when they want to switch to a 3G modem serviced by usbvm).

This was the second bug here... The first one is xenstore permission for external_ip of new netvm. And also waking firewall after netvm change.
