"Include in memory balancing" check disables devices tab.
Emptying selected devices list on devices tab enables "include in memory balancing".

Nothing gets enabled/disabled now. Instead - when a mem balancing - pci conflict might occur, a red warning is just displayed.

TODO: on/off/default issue.
