Currently this setting is reset to "en" after I reboot the AppVM.

So, I see two options:

  1. Execute our VM-side script after gnome-control
  2. Modify our applet to simply start gnome-control/keyboard layout in the VM. In other words our applet becomes 'qvm-run -a 'local_command_in_vm_to_start_gnome_control_kbd_layout'

I think #2 is much better.
