Don't allow to shutdown a VM if it's serving any block devices to other VMs

A typical scenario would be to shutdown usbvm for backup, while having the usbvm serving the actual block device for backup...

IMHO this should be done in qubes-manager - as a warning before shutting down VM which provide device for backup.
VM providing some block device to any other VM%2C can be stopped safely, especially for backup. Anyway this other VM most likely will also be stopped.

BTW The same was for network dependency: firstly we implemented blocker (don't allow netvm shutdown when used by other VM) but later reconsidered that this wasn't good idea and the better was some warning and allow to shutdown used netvm.
