Template VM cannot connect to the Updates Proxy

In the firewallVM there is an explicit DROP for my template VM (for which qvm-firewall and manager show "ALLOW" for connections to the Yum proxy):

  160  9600 DROP       tcp  --  any    any     10.137.2.8           10.137.255.254      tcp dpt:us-cli 

The firewallvm, through which the templateVM is connected to the netVM (where the proxy is running), has this rule unchecked, BTW.
