Qubes 4.1. openvpn/openconnect qube -connection established, but doesn't work as sys-net in attached AppVM

To Reproduce

qvm-clone debian-10 vpn-template
qvm-run -a vpn-template gnome terminal
sudo apt-get install -y openconnect network-manager-openconnect network-manager-openconnect-gnome

tab Advanced -> Provides network
tab Services, enable network-manager
start qube
Configure VPN -> + -> openconnect
Then configure.
Connection established. Shut Template.
Create generic AppVM based on vpn-template.
Select tab sys-net openconnect-template
No route to host.

And same situation with openvpn ,qubes-contrib-repo, qubes-tunnel.
