Devuan https://www.devuan.org is fork of Debian created by former/current Debian developers with the intention to be independent of systemd, it also has much better user support in my experience.

Proposing to implement it as a TemplateVM.

FWIW i would be happy to work on this, mark help-wanted (or other appropriate label) if it's up for grabs outside of Qubes.

Sure, feel free to! Note you'll most likely need to dust off non-systemd startup scripts support, as we didn't have any non-systemd distribution for some time already. While startup scripts are still in repo, I bet many of them are outdated.

heads-up: started working on this in https://git.dotya.ml/kreyren/qubes-builder-devuan

Currently builds minimal devuan stable using debootstrap.
