Not everybody will find our qubes-manager icon easily, so let's make it simple for people to "meet" the manager.

Perhaps we could also make the Qubes Manager icon to be placed in the Favourites menu in Kickstart, next to the System Settings icon?

About task description: IMHO this should be only on first logon, just after system installation.
About Favourites menu: this will make sense only when launching the second time qubes-manager (when already running) will show its window - which make sense anyway.

We should always start manager maximized. After all, it's not expected that user will shutdown the system often -- perhaps once every several weeks, so the need for them to minimize the window is a minor annoyance (and yet detecting whether this is the "first" launch or not, would be an unnecessary complication).

And yes, would be nice if starting qubes-manager just maximized the window of the already running app, if one already is running.

Always starting manager maximized will (actually do) maximize it on updates, as qubes-manager is restarted after update. Not sure if this is a problem...
