Prepare for R2 release - change yum configuration (both dom0 and VM).
In dom0 $releasever can be used, but in VM it points to Fedora release number, so must be changed explicit qubes release (IMHO getting Qubes release number from dom0 is overkill).

Also create appropriate yum repositories.
