releasever in Dom0 is not updates after upgrade

The new core 2.x packages should bump the releasever (as used by yum) as well as bring a new /etc/qubes-release file.

$releasever is just version of qubes-release package (which also contains /etc/qubes-release). You need to update this package (place it in yum repo).
