Currently qubes-builder have hardcoded build targets for dom0-updates and kde-dom0 (because those components needs more than one build pass). Replace it with some autodetection required build targets.

Also fix handling components with dom0 in name (currently it needs dummy target in main makefile because of %-dom0 rule).

Done with the new builder API.

%-dom0 problem solved by... not having such component names ;)
