The problem was caused by new netvm suspend mechanism (real suspend, not only pause). This caused xl process termination, so no process left to cleanup the domain on system shutdown.

Also fixed Very Old(TM) issue with long netvm shutdown.

This can be caused by long netvm shutdown, perhaps even interrupted by systemd stop action timeout.
