Temporary workaround: enable and disable full screen mode using SetGuiMode Qubes service.

Restarting explorer.exe creates full screen window with thin blue (vm color) border around it showing entire windows screen inside. Nothing would lover the window except for os shutdown or killing exploter.exe that hosts desktop window. Desktop window should be excluded from seamless mode windows.
