Template documentation is out-of-date, does not mention `qvm-template`

Brief summary

https://www.qubes-os.org/doc/templates/ has not been updated to reflect the new qvm-template tool. For example, https://www.qubes-os.org/doc/templates/#installing still says:

Please refer to each template’s installation instructions. Usually, the installation method is to execute the following type of command in dom0:

$ sudo qubes-dom0-update qubes-template-<DISTRO_NAME>-<RELEASE_NUMBER>

qubes-template-<DISTRO_NAME>-<RELEASE_NUMBER> is the name of the desired template package.
