Add an option to disable automatic updates

This should be a n option for several other reason as well.

I'm working on a place where I can't reach the internet without using a proxy.
Now the automatic update checkings makes a lot of noise by triggering
'not allowed trafic' alerts.
And it is really bad thing.

Even if I set the correct proxy I realy do not want to 'announce' that
I'm using Qubes.

So yes, the update checks should be configurable.



** Actually one can disable the automatic updates as it is scheduled by cron. 

Also it will be useful to not download updates on mobile network to save some traffic.
