Sync caps-lock and num-lock state in stubdom GUI agent

1) when there are no Qubes Tools installed in this win7 installation, the num-lock state is not synced propperly.
e.g. num-lock is activated in dom0, but not in hvm domain. And when i "activate" it in the hvm domain, it is disabled in dom0

This code sync dom0 CapsLock/NumLock with VM based on appropriate keyboard led state and simulating respective key events. It will not work when OS fails to update keyboard leds.
