It doesn't work (or works with huge delays) in both ways:

doesn't balloon up when receive additional memory from qmemman - causing frequent OOM during DispVM startup
doesn't balloon down when requested, preventing other VMs to use that memory - signalized by Qubes Manager with yellow triangle

Initially this was workarounded by this commit, but it turned to be far not enough.

Workarounded by using older kernel for DispVM:
