Probably running NetworkManager destroys static interface configuration.
(I stumbled on it while developing FirewallVM.)

Our core-dom0,netvm should provide working NetworkManager.conf, such as:

[main]
plugins=ifcfg-rh,keyfile
[keyfile]
unmanaged-devices=mac:fe:ff:ff:ff:ff:ff
