The problem you're addressing (if any)
SecureBlue is a hardened, immutable version of Fedora that comes with a hardened web browser, Trivalent. It would be a good fit for Qubes OS users as they are generally very security-conscious. Originally suggested by @xyhhx I believe.

Include it as a template.
The value to a user and who that user might be
Users who want a more secure template with up-to-date software will have one.
