Road to Qt6: move progress indication to own handler #13208

  • Moves duplicate progress indicator code to separate file
  • This will simplify any further changes to the taskbar progress functionality
  • In Qt6 we will have to change all this anyway, so this commit will greatly simplify the Qt6 PR
