.htaccess file for data directory will not generate for new installations of v1.12.0. #1751

RainLoop version, browser, OS:
v.1.12.0, Ubuntu 18.04 LTS
Expected behavior and actual behavior:
For older versions 1.11.2 and before, the .htaccess file would generate within the data directory the first time Rainloop is accessed from a browser. This file is no longer generated for new installations within v.1.11.3 and newer, resulting in an error message within the admin panel.
Steps to reproduce the problem:
Within Ubuntu 18.04 LTS, Rainloop v1.11.2 was fresh installed, and .htaccess appeared within the data directory after first Rainloop browser access.
Within Ubuntu 18.04 LTS, Rainloop v1.12.0 was fresh installed, and .htaccess did not appear within the data directory after first Rainloop browser access, resulting in an error message within the admin panel.

Same in v 1.12.1 (using apache2 on 16.04 LTS)
https://mail.domain.tld/data/_data_/_default_/ which contains also the application.ini is fully accessible from outside.
What can be done against this?
