Translate README.md to languages

We have right now a Chinese version, we could have more at least to populate search results in a number of languages.

I tried to translate it into Portuguese, but the fact is that I don't understand it in English.

make html has graphviz, node and g++ as dependencies? Mojolicious is only needed for make run? Which ones aren't needed for make html-nohighlight? What is cpanm --installdeps . needed for?

nohighlight runs htmlify.p6, which needs node and graphviz. Mojolicious run the local website, which is run from make run. And yes, make html has all those dependencies.
