The problem
As indicated by @coke, right now it's not altogether clear how to build the documentation, since the old scripts have been eliminated.
This is a re-edition of #2981, which was not closed cleanly.
Suggestions
Rewrite the small paragraph that is there, and test-drive it for all kinds of people. Also re-release pod-to-cached so that it can be used by anyone.
