Hide version tab on update + UI to toggle behavior

There is a hidden setting to hide the version history tab. For a better user experience I will expose this setting and default it to true.

Since we now have the "what's new" panel that replaces the QuickFolders button, this will remove some unnecessary clutter from the update experience. The setting exists already it is

extensions.quickfolders.hideVersionOnUpdate = true

but there was previously no UI for it.

To install new version, as always download the zip file and then drag the zip file into Thunderbird Add-ons manager (do **not unpack for this!)
