Support svg icons in tabs - make icon size configurable.

When we add a svg (scalable vector sgrphic) icon as a toolbar icon in QuickFolders it is displayed at its default size (which can be very big) :

Initially this feature was made for pre-sized icons (usually png format) of 16px * 16px size

Create a layout rule that restricts the maximum size of icons. icon sizes would also be configurable by the user so they can be increased slightly.

It has a setting for icon size (default is 16px) which affects any customized icons on the tabs, with Flat Style enabled (it may work in the other Themes as well, needs to be tested).

Implemented in 6.3 - Published 30/10/2023 - I still need to add some rules for restricting size to force resizing svg files that are too large.
