Enhancement: display QuickFolders toolbar when its settings tab is shown

For a better transition to tab-only settings, having the QuickFolders toolbar visible while editing its Settings in a Thunderbird tab would be much better, because we could have direct feedback on the main layout changes without having to show a modeless dialog.

when using QuickFolders Categories, I cannot currently guarantee which one will be displayed on the options tab, I think it is using the setting from the last tab that had a QF toolbar:

categories can be toggled. clicking on folder tabs does activate the tab (but doesn't open a folder). Maybe I will add "Demo mode" to the QuickFolders label.
