Regression in 4.3.1: Composer menu buttons are missing the item "Open template file..."

Since the changes in #263 we are missing the bottom menu item that allows selecting a template file directly from disk on the 2 toolbar buttons in Composer.

Change Template and Insert Snippet in menus 4.2.1:

has the menu item "Open SmartTemplates template file..." above the "Configure menu items" command. This is now missing in 4.3.1

I will release this as soon as 4.3.1 has been reviewed (it's 1st in the review queue for the last 6 days - if I upload this fix it will land in the end of the queue)
