Filter editor displays help button that is specific to custom filter templates editing

This button was added / designed to be only shown in the filter editor when editing custom filter templates:

It is now showing always, which does not make sense for normal filters.

I found the following error in console:

caused by the line

filterNameElement.previousSibling.setAttribute("collapsed", true);

this causes the function quickFilters.FilterEditor.showTitle() to not complete.
