Run Filters on Local Inbox automatically - reimplement for newer Thunderbird versions

It appears that the feature to run filters automatically on an "Inbox" folder in Local folders has stopped working.

Note that this feature only can work if a folder has the "Inbox" flag set - this can be done using the Add-on Folder Flags in preparation to use the feature. Some of the folder listener interfaces have changed so this feature didn't work anymore after Thunderbird 102 or 115.

Can you try the patched version below:

I think some of the methods in nsIFolderListener were renamed so this should work in modern versions of Thunderbird (I tested it in 128.9.2) - it will run all filters (that are active in local folders) on the folder. So it doesn't just run on the newly arrived messages, which is a little disappointing. But it's a start for reviving the feature. Maybe we can run the filters only on the moved mails in a future version.

I have to start the filter manually, there also have been a bunch of errors since the last Thunderbird update, so i deleted all filters and added them new again.
