For tokens, let's use and extend the work done in the tokens repo

• document tokens inline in their source YAML files
• generate the pages on ux-dot with the nunjucks templates and filters already written
• any design changes needed are naturally welcome

@paigenotfound404 @markcaron I can see this epic being open for a very long time unless we reduce the number of linked issues. Can we remove some issues that we know are not going to be worked on for a while?
