Stunned/Unconscious NPC can still see you steal stuff & report it after they wake up or get healed

Steps To Reproduce

1. Somehow drown the Outpost NPC in a room with a item you can steal
2. Wait until he's suffocating
3. Steal item when he starts suffocating
4. NPC Medic CPR him or revive command

Tested this in the bugfixes branch by giving a 100 stun affliction on one of the NPC while I was alone in the same room as them and then started looting a cabinet, I did notice that the stunned NPC occasionally showed a speech bubble above them but no message was sent to the chat, eventually the guards were alarmed. So it seems that stunned NPC still keep reporting if you steal but you aren't notified about it.
