This is most likely because private browsing is enabled. If private browsing is not enabled, this is probably a bug.

Whether a bug or not, please try enabling the RP Preference under Advanced called "Allow permanent whitelisting when using Private Browsing" to see if this resolves the problem. Thanks.

Private Browsing is NOT enabled; however, Firefox history setting is "Never". Interestingly -- if I recall correctly -- permanent allow is not available for destinations of the source origin as noted; however permanent allow WAS available for destinations of "other origins".

Enabling the specified option does show the omitted permanent allow options...

The preferences dialog should probably have an indicator adjacent to that option noting whether it detects Private Browsing being enabled, that the permanent allow is hidden in the interests of private browsing privacy; however, it can be shown via the option.

Thanks!

Thanks for identifying that the history setting of "never" was the cause. I've verified that I see this same behavior.

The fact that the other origins menu still allowed permanent whitelisting is an unrelated bug (#232).
