[Codechange] Made the simulation speed modifiers fps independent #749

Doubling / halving the simulation speed now takes exactly 2 seconds.

Toggling the custom simulation speed on / off is no longer delayed.
It is now only limited by how fast you can press the COMMON_RESET_SIMULATION_PACE button.
