Google's User Generated Content policy requires to

Provide an in-app system for reporting objectionable UGC and users:
Allows users to report/flag potential violating content.
Allows users to report/flag other users for potential violations.
Allows users to remove/block other users for potential violations.

Currently it is possible to block a user or leave a chat room and it is possible to report content (in the action menu of a message). However, what is missing according to the policy is the ability to report on a violating user. As a 1:1 conversation is a chat room we suggest to add such an option to the action menu of all chat rooms.

We have been notified by the Google Play team about this issue when trying to submit a slightly adopted version of the RocketChat app with another default server.

Same problem here. Publishing is not possible anymore

Interesting that Rocket.Chat Release 4.33. passed the review anyway... Unfortunately our last release 4.32 is threatened to be revoked as well, unless we fix this (dead line 19.12. -.-)

However, I would suggest a report button in the user profile next to "Block/ignore User", because this is seems to be the place where google wants it to be.

Hey. We went through the same problem with Google Play last month.
After a review they removed the warning.

However, we have an ongoing discussion to improve content moderation as a whole on next year.
