condense threshold not working properly

🔁 Steps to Reproduce

• go to setting and set condense to 50%
• chat with Roo till 50%, condense work successful but context window still the same

💥 Outcome Summary

Expected context window will compress to lowest after condense
condense should trigger truncate context window
