Scrollbar does not stay scrolled to the bottom of the RooCode window

🔁 Steps to Reproduce

This issue seems to start happening when the RooCode conversation gets to be a certain length, but I'm not exactly sure what triggers it. Either way, it has been a persistent problem in recent builds across conversations and I verified with another developer that he is having the same issue.

💥 Outcome Summary

When RooCode is in the middle of an activity (making an API request, receiving a response from an API request, etc.), the scrollbar jumps up to an earlier part of the conversation. Every attempt to scroll down to the bottom doesn't help - RooCode keeps jumping the scroll back in the conversation and does not stick to the bottom - i.e., does not show the latest part of the conversation in the window.

I'm here to help out the maintainers and am going to see if I can fix this scrollbar issue! I'll investigate why the conversation window isn't staying scrolled to the bottom during API activities and longer conversations.

I've created a pull request to fix this scrollbar issue: #6989

The fix improves the auto-scroll behavior by:

• Keeping auto-scroll enabled during streaming unless the user explicitly scrolls up
• Preventing auto-scroll from being disabled when expanding rows during streaming
• Making the scroll-to-bottom logic more intelligent about API activities
• Ensuring the conversation stays at the bottom during longer conversations

The CI checks are currently running on the PR. This should resolve the issue where the scrollbar was jumping up during API activities and not staying at the bottom of the conversation window.

Also, when I'm not scrolled to the bottom, during API streaming the position of the scrollbar and content jumps instead of staying in the same place relative to the top of the window, making it hard to read the text I'm trying to read.
