USER STORY US24: Recommendation Creation Option

As a site user I can create Recommendations so that I can share my inspirations with others

Acceptance Criteria

Acceptance Criteria 1:
Given that signed-in user visits the app
When they navigate to the create Recommendations section
Then they are redirected to a create Recommendation form page, filling have the choice to create a new Recommendation

Acceptance Criteria 2:
Given that signed-in user creates a Recommendation
When the save a Recommendation
Then it is available for others to read
